Emerging Developers
Emerging developers hold significant stake in building greater equity in affordable housing projects throughout Wisconsin. Because of this, WHEDA increased state and federal housing tax credits scoring points within WHEDA’s 2021 Qualified Allocation Plan (QAP) for established developer’s projects in which emerging developers held 24% ownership stake. The change in WHEDA’s 2021 QAP resulted in more than doubling of the number of diverse developers participating in the housing tax credit awards.
This initiative is in conjunction with WHEDA’s efforts to advance systemic change through cultivating an ecosystem that supports equitable access to affordable housing and economic opportunity. WHEDA intends to share more on this progress as key takeaways from the emerging developers are incorporated into internal programs, external priorities and continued allocation in the QAP.
