WHEDA Statement on 2023-25 Biennial Budget

MADISON, Wis. — Governor Tony Evers today signed the 2023-25 Biennial Budget that includes one of the largest state investments in workforce housing. 

The newly signed budget includes a total of $525 million in funding for affordable housing development programs to be administered by the Wisconsin Housing and Economic Development Authority (WHEDA). The following is a breakdown of the programs that are included in the budget:

  • $50 million to support housing rehabilitation grants or loans
  • $275 million for Residential Housing Infrastructure loans
  • $100 million for Main Street Housing Rehabilitation loans
  • $100 million for Commercial-to-Housing Conversion loans

WHEDA CEO and Executive Director Elmer Moore, Jr. released the following statement in celebration of the new budget:

“Today is a very special day for Wisconsin due to the extraordinary investment in affordable housing included in the 2023-25 Biennial Budget.  We are excited to move forward with these efforts to help Wisconsin thrive by expanding access to affordable housing choices.

I want to thank Governor Evers for his unwavering support of housing as a core human need as well as Representative Brooks, Senator Quinn, and the many authors of the Workforce Housing Package for spearheading bipartisan efforts to address our housing crisis.  We stand ready to implement new programs that will enable more people in Wisconsin to have an affordable place to call home.”
