Chief Executive Officer (CEO) and Executive Director

Elmer Moore, Jr. was appointed Chief Executive Officer (CEO) and Executive Director of the Wisconsin Housing and Economic Development Authority (WHEDA) in April 2022.

Moore previously served on the Greater Milwaukee Committee as Executive Director of Scale Up Milwaukee. He has a proven track record in creating public-private partnerships and innovative programs supporting business development and job creation, resulting in over 1,400 jobs created for more than 200 Wisconsin organizations and securing in excess of $60 million in new capital investments. In addition, he secured national foundation funding that provides programming for entrepreneurship growth and resources to address the racial wealth gap.

Advancing innovative solutions and resources that provide equity for all has been the foundation of Moore's career. He leverages his background in business development, job creation, strategic partnerships, and community engagement to support WHEDA’s commitment to expanding housing equity and economic opportunity.

Moore holds a bachelor’s degree from Muhlenberg College in Allentown, Pennsylvania, and a master’s degree in business administration from Columbia Business School in New York, New York. He also serves as Chairman of the Board for the WHEDA Foundation, Inc., a member of the Community Investment Advisory Council for FHLBank Chicago, a Board member for the Harbor District, and an adjunct instructor on entrepreneurship for Marquette University and University of Wisconsin-Milwaukee.
